You can do that if your legs have been cramping because of "oxygen debt", but that's not a routine thing to have happen. A far more effective way to get lactic acid out of exhausted muscles is to massage them rather deeply and vigorously. You want fresh hemoglobin to get in there and flush out the stuff, and putting your legs up higher than heart level only makes it more difficult for blood to circulate there. Not a good idea.
