When you are standing in a neutral position, no turnout, do your knees seem to make full travel and look like you've got your knees bent (hypOextended) if you look at them from the side? Are you very bow-legged (I am!)? Are you hypERextended, in which case your knees not "locking" is a situation you want! Hyperextended knees make full travel "in back" of straight. Are your calf muscles unusually large? Are the quads small? Lots of different things could be happening here, and I'd just like to get a clearer picture of what's going on, since I can't see you.
