My pelvis goes back when I arch my back but I am bending with the top of my back, not the lower back. What should I do to stop this?

The pelvis does not go back by itself. You are allowing it to go back. Since you know that it should not do that, it's up to you not to let it do that. Use your abs and keep the hip bones in place, bend back from the top of the head and take the chest back. This does not need to have the pelvis go back in order to do it.
